Slovenia Travel Tip

It seems my least expensive option is to fly from Toronto to Vienna. Rent a car and use it to drive into Slovenia. I will also take in some sites in Croatia (Zagreb) and then after spending about 5 days in Slovenia drive over to Cortina, Italy for a couple of days and then back to Vienna. My wife and I will do some day hikes in the Julian Alps and then the Dolomites. My question (at last) is it better to rent a car in Vienna or take the train into the capital of Slovenia and rent a car there. My problem is the Cortina portion - can I take that Sloven car into Italy. Thank you.
