Sardinia Itinerary help please- 25 days no car

This will be our 5th trip to Italy but first to Sardinia.

( Last year we spent 3 weeks in Sicily- also no car )

Middle aged couple, I can speak a little Italian.

We enjoy being immersed in local culture, appreciating history where possible, as opposed to lazing on a beach for days, and prefer to travel by bus and train.

We will be flying into Rome (late September) and then expect to connect with a flight to Cagliari.

We like to stay in characteristic apartments where possible and then do day trips, by train, bus, boat, and foot!

My question.... which 3-4 places in Sardinia would make good bases over approximately 25 days?

We will fly and in and out of Cagliari , so figured maybe a week in Cagliari to start with- then head north east....
