I belive all of them are safe, you can read comments in some of them. I think Pension Bellas artes gets the best opinions!.

We stayed at Hostel Allemana and it was great. Very reasonably priced, beautiful rooms, 1 block from beach.
I stayed at the Hotel Orly years ago. It was OK. San Sebastian is a beautiful city with great night life. I missed breakfast both mornings!
