Rome/Venice weather in late November?

We're planning a trip to either Rome or Venice for the week of Nov 18 (6 days), and are wondering if it will be much colder in Venice than in Rome.

I read from the Fodor's guide that it will be rainier in the northern part of the country?

Would it be rather inconvenient to be in the water city when it's possible to rain much?
