Rome or Athens in late winter?

Help-we want to take our two teenagers out of school last part of Feb/first part of March for 8/9 day trip to Italy or Greece.
Anyone have suggestions for better country to visit at that time of year and hotel suggestions.Anyone done train to florence out of rome and then down to Pompeii/Naples? Interested in crime concerns for each country.Thanks!
