That isn't enough time to go into the city. There was the museum of Roman ships at the airport (discovered during construction), but I think it's currently closed for restoration.

Taxi drivers are allowed to charge a big airport supplement for taking you in and out of the airport, so a short drive can run up to 30 euros each way.
Even if your flight lands on time, you'll need to go through passport control and then find a taxi, which will probably take 40 minutes, then you have a 20 minute drive -- so there is an hour gone. You need to back in the airport 90 minutes before your flight to make sure you are through security -- so you have less than 2 hours, really, not ideal for a Michelin-lunch -- plus the risk that if anything goes amiss -- like you can't easily find a taxi back to the airport -- you miss your flight!
You can hang out at the Frescobaldi wine bar inside the airport and, of course, shop a lot.
