Rome airport and VAT tax counter

Hello! I have a two-part question. One is on time and scheduling, and two is on VAT tax reimbursement.

We will be flying out of Rome on a Thursday morning at 10:20am. I have arranged for private transfer to pick us up from our hotel fairly close to the Pantheon at 7am. I am trying to figure out if this is enough time to get us to the airport for our flight depending on traffic on a thursday morning. I also will need to go to the VAT tax counter for a purchase I will have made in Paris during our connection on the way to Rome. It just dawned on me though, that I may have to complete this step once in Paris, since I believe I read that you must do this step on your last country in Europe before heading back to the states. Can anyone clarify where I would need to have my forms validated? When we leave the Rome airport or during our connection in Paris? Does this not count if we are on a connectio through another country and not leaving the airport? IF it is in Rome where we need to go by the VAT counter, will the time we have budgeted to leave hotel be enough for our 10:20 flight? I REALLY hope I don't need do anything for this VAT in Paris as now our flight connection time is only 1 hour and I'm feeling we will definitely miss the 2nd flight (they wouldn't change this flight for us even though the airlines were ones that changed one of the flight times). Airline rep said it was "a legal connection".
