I will be in London (first time to Great Britain) and have tickets to the ceremony of the keys at the Tower on February 14th (Valentine's Day). My significant other is sure that after getting the tickets for the "Keys" I will come through with a very romantic place for her to show off her special outfit and share a romantic candlelight dinner and then walk over to the Tower. Can anyone make a recommendation for that special place within walking distance.

OK -- just one teensy 'issue'. Hope she doesn't plan on wearing a special outfit like a dress, heels, pretty cover up.
That ain't going to hackit for the Keys Ceremony. You will need comfortable/sturdy shoes, and warm possibly waterproof clothing. This is at night along the river and even on a nice day can be freezing cold. Plus you will be walking/standing on cobblestones (nearly 45 minutes total) - heels are not really doable.

Yep, it will be cold, maybe wet, and late. You have to get there early enough too.

Something really romantic might be Afternoon Tea someplace special. Maybe The Dorchester?
