Viking, and other lines, are running 2 for 1 cruises. As with all "deals", caveats apply.
I found Uniworld to be very good.
Start out with which area you would like to visit, then check what major rivers are there and then check if, and what tours go along these rivers.
On Rhein tours, I usually suggest that you try to pick up the tour in Cologne (not Amsterdam) and take it at least as far as Passau(Danube) or - better yet - Vienna.
Other nice tour regions are the Rhone in France. They usually start in Lyon. We also enjoyed the Duoro, from Porto, Portugal.But, except for a full day in Salamanca (Spain) - this one is more a "river" than a "towns" tour. A trip down the Elbe in Germany is also worthwhile.

Actually there are cruises to / through Bulgaria.
Personally, I'm not interested in a country that used to provide the thugs (muscle for the KGB.
I would agree with you, pretty funny.
There are several acceptable river cruise companies. One of the leading companies is Viking. We have taken 2 cruises with them. One (Rhein from Amsterdam to Basel) was not a success because of low river water level, but the other (Paris-Normandy) was just fine. Despite our experience on the Rhein cruise, I would still recommend Viking. There were issues, but they made the best of a bad situation.
