We adored staying at the Reval Hotel Redzene (on expedia)
The breakfast there was one of the best hotel breakfasts we have ever had!
A bit more budget oriented than the other recommendations you got:
Konventa Seta - the three star sister of Grand Hotel de Rome. German management, housed in century old convent houses deliberately restored and rebuilt into a hotel. Clean, right by St. Peter's church in Old Town, very nice breakfast.

I strongly recommend that you also obtain their current issue upon your arrival in town. They are cheap, absolutely reliable and available at the front desks of most hotels or kiosks and drugstores (Narvesen chain) throughout town.
Another hotel that I liked although I had some reservation about it before getting my reservation (if you catch my drift) is the Reval Hotel Latvija. It is housed in a huge skyscraper and as such is the complete opposite to the Konventa Seta. The building dates back to the times when the Latvija was an infamous Soviet Intourist hotel. However, the Estonian Reval chain (which also operate the 4 star Ridzene mentioned earlier) took over and meticulously restored and upgraded the hotel to now 3 star standard. The rooms are clean, the higher floors offer nice views and there is a nice sauna on the 26th floor sporting views over Riga's Old Town. The hotel is located about a 10 min. stroll from Old Town, but very convenient to the Art Déco district along Elizabetes iela and also to quite a few restaurants in the evening. It does not have charm, though.

Finally, a friend of mine recently stayed at the nearby 3 star Hotel Alberts and found it recommendable. It is a bit of a walk to Old Town, though. I have no personal experience with it:
