They don't have B&B's per se in Copenhagen. What they have are tourist rooms. The TI office just up the street from Tivoli can find you one for a fee, or the Use-It office can find you one for free. Rick Steves recommends some in his books.
If you are going to Bergen, Norway--I wasn't sure from your posting if you're heading that direction--I highly recommend the Skansen Pension.
