Recomendations for Montenegro

I would like to travel from Sofia Bulgaria to Bar-Petrovac-Kotar Montenegro in April 2005. Can anyone recommend the best mode of travel from Sofia. It seems the auto agencies will not rent a car and flight conntections are difficult. Thanks for your help.
