I renewed mine November/December 2004 (through the office in Pittsburgh, by regular mail, and non-expedited service. It took exacxtly 23 days from the time I sent the paperwork off until the new passport arrived.

Same experience -- about four weeks last winter. The new passports have some kind of microchip information embedded in them, we suspect. One swipe of ours by the immigration officer through his little electronic terminal and we were on our way. All smiles.

If you live outside of the US and want to renew your children's passports (below 15), the father must also go to the consulate to give his permission.
If you've had a baby outside of the US and want to apply for a passport, the mother or father must prove that they have lived 5 years in the USA.
