You might want to repost this question and tag it for the United Kingdom. I've never heard of Rebelfone before, so can't answer your question. Also consider using Skype or FaceTime (if you have Apple devices) and access to wifi. The FaceTime video calls are great, and cost nothing!
SIM cards are available all over the UK. You can't go down a street without coming across a phone shop or 3. Why not order a SIM from Lebara.co.uk... very cheap calls and the SIM is free.
If what you bought came with some prepaid time, use it up then pick up a SIM locally. If the amount of use will be minimal... stick with what you bought.
The EU has a cap on roaming charges of 29 cents (about 38₵ US) for outgoing calls, and 8 cents for incoming. So even if you buy a SIM in one country and use it in another, the calls won't be all that expensive. The cap applies only to calls within the EU, though, not to calls back to the US or to other countries.

Do some price comparisons to see whether Rebelfone is cheaper for the type of calls she will be making. If the Rebelfone SIM was free, you will lose nothing if you don't use it.
