Purchasing tours in Spain

Is it better to purchase tours for activities in Spain while in the US, or wait until we are actually in Spain. I am thinking about tapas tour in Madrid, day trip to Toledo, Segovia and Avila, as well as similar tours in Barcelona.

Can anyone recommend tour companies? Any must sees?

In England, we simply went to the local tourist offices, and operated pretty spur of the moment.
Would that work in Spain?

We will be in Madrid and Barcelona for a week each, and driving to Bilbao, San Sebastián, and the Pyrenees for two weeks.
