Provence to Basque Country in Spain-itinerary help

3 female travelers in our early 60's- 5 days in Provence and 5 days in Basque Country in Spain. We are looking at staying in Avignon, renting a car and making day trips from there. We prefer smaller towns, easier to drive in, is there a better, centrally located place? Would also appreciate hotel recommendations. I have heard that we should turn the car in, then rent another one in Spain, is that a good idea? Is there a recommendation for a centrally located place in Basque Country, any must see recommendations? I've been to sourthern Spain twice, but never in the north. Also wondering whether we should take a train or fly between Provence and where ever we end up in Spain. We will be going to Barcelona for 4 days, and fly out of there. Any help appreciated!
