I think it depends on if you get lucky and he is online at the time. I had a good response but know that at times it can take a few - he is so busy out on the tours - it can be hard - do not give up if you need to send two emails

We spend a day or two with Michael or Scott whenever we're in Paris. We try to get there at least once a year. We always learn a lot from them and always have fun doing so!

There are some good books out there that give walking tour directions. Thirza Valois has a series of books for each arrondissements that combines directions with histroy of the area and the buildings.
The Louvre, I believe, has an english tour. Several people here have used Rick Steves tour of the museum.
He's also an artist, for whatever that means, so he would be more qualified in the Louvre/D'Orsay than many others.
