Ira thanks. I tried to keep the question simple. I have asked for the refund and they agreed but they want to charge a revision fee and I am saying it is not a revision. If I cancel I lose the deposit which is equal to the reduction. It is more of an ethical question

In a perfect world they'd refund the difference and send you a case of Krug for the inconvenience.
It's not a perfect world as you've found out, I'd be happy that they are giving you any money back! It doesn't seem fair, and indeed isn't fair, but short of taking them to court (which is a lot more expensive and you will lose) you cannot do a thing about it.

Then it seems that there is little you can do about it, whilst it is obviously a pain, it's not an huge amount. I'd give them another call, and ask to speak to the manager or someone in a senior position - if that fails, then short of going to court there's nothing much you can do about it.

If your original tour was paid with a credit card, simply "deny" the charges before the actual event.
You'll then have to find an alternative, but...
The small sum seems hardly worth your time and effort if the Tour is what you really want.

I assume that you've signed various documents when booking, these form a legal contract which I'm sure will have a clause relating to your dilemma. I fear that this is in favour of the company, not yourselves.
Before the days of internet, it'd be unusual for one to be able to monitor the pricing of an holiday so this sort of disappointment never used to occur so frequently. I wouldn't fret as obviously you were happy with the price you booked it at, enjoy your holiday!

Good luck -- I always say, you never know if you don't ask, and if you keep asking, you might just wear them down...otherwise, at the very least you've received a partial refund. Consider that if they hadn't lowered the cost of the tour, they may not have gotten enough bookings to DO the tour. However, since you are still negotiating, you may end up with a sweeter deal. It sure doesn't hurt to ask.
