Four Seasons Hotel Prague
Virtually across the street from Jewish Quarter and you may also get windows facing Prague Castle
This is one of the best Prague can offer and within your budget

The Pariz is, I recall no more than three or four streets from the Jewish Quarter, has a fitness center and the most fabulous brunch/breakfast included with the room. I couldn't find the rates quickly on the web site (linked here), but I believe we received a significant discount for paying in advance. If you're inhterested in Art Nouveau, the hotel and its furnishings are indeed a work of Art Nouveau.
