Yup, that's the question. Oh yes, and the food has to be decent too! (We'll be in Paris at the end on November - beg. of Dec.)

For Notre Dame...
Along the Left Bank, on the street above the Seine, running east (away from the back of ND) there are many restaurants, some with patios. I've eaten at the MOntebello and one near Bucherie. There is also The Brasserie de L'Ile St Louis which I believe (I was looking at the Pantheon roof) offer views of ND from the back.
For ET...I've' read here of restaurant Chez Francis, Right Bank, on Seine, near rue Montaigne.

Once you have some names, you might want to go to
www.pagesjaunes.fr
click on "photo" to see the place, and then use the arrows to give you (theoretically) an indication if there is a view. I tried it for Chez Francis, couldn't really swing over to the river side (no addresses there)

Ira - Yes, that's per person. I'd love it if it were even less!!!
And I would like this for dinner rather than lunch (it's to celebrate my friend's birthday, but none of we friends celebrating with her have a lot of money to spend.)

Street views: http://photos.pagesjaunes.fr (First, go to the address to see the façade. Then tap the "down-pointing" arrow in the control panel to turn around and see what the restaurant looks at.)

The Ziryab (1, Rue des Fossés Saint-Bernard, 75005 Paris) on the 9th floor of the Institut du Monde Arabe has an outdoor terrace that overlooks the back of Notre Dame, the square Jean XXIII and the Seine. Fabulous building by architect Jean Nouvel. A meal costs 30€ per person. Moroccan cuisine and excellent Moroccan wines.
