Portugal with toddlers in July

Hi fellow travelers. We're two couples with two 18 month olds and a 12 year old looking to vacation for a week in Portugal in July. Never been so looking for some recommendations. Honestly the entire country looks amazing/as do the islands so trying to narrow it down. Firstly what town/city is recommended? Should we go farther north to escape the heat or are the beach breezes enough to cool down babies? Any towns/cities that are better for toddlers? Also any accommodation recommendations? Apartment with a pool or hotel would be welcomed. Thanks!
