Portugal & Spain - Recommendations for a small package/escort tour company?

Tried to dig through the forum (and elsewhere) but topics are either too old or not quite a good match. Looking for recommendations for a small package/escort tour company. We've done Rick Steve's tours several times over the years (and some on-your-own travel as well) but this time they don't have a good match covering both countries in the time frame we're constrained to.

- 14-21 days hitting key highlights of Portugal & Spain -- Fall/2013
- Smallish (20-26 person) package/escorted tour
- More emphasis on art, history, & architecture (city or town)
- Less emphasis on village life, culinary, or scenary
- Mid-level accomodations/food -- clean & quiet fits the bill
- We are a reasonably active 50+ couple - don't need things spoon fed to us but we're not 'brave' enough to do it all on our own... and we like the company of like-minded individuals

Packaged tours in the 14 to 21 day range covering Spain and Portugal tend to be limited and most of those that are available are usually bus type tours. Nothing comes to mind that I would recommend outside of maybe Petrabax, but if you search around the internet, you're bound to find the type of group you're seeking, it just may take awhile.

Have you checked with a Trip Planning Service like that offered by Maribel's Guides, or some similar planning service? You could then cover what you are actually interested in seeing and doing instead of trying to find the right fit with a packaged tour.

Or look locally for someone wanting to lead a tour of "like minded individuals".

Tours for You (www.toursfoyou.pt) used to have some Spanish itineraries, although it looks like they might be concentrating only on Portugal now. I have used them for day trips before out of Lisbon. The guides we had on the day trips were great, and I imagine a fully guided trip would be fantastic.

I met some people in Portugal who were on a Martin Randall tour and were enjoying it.
