We met a father and son at lunch in Spello, who were staying on Lake Trasimino this past sEptember. They were traveling by bus, train and cab, and enjoying themselves. It can be done, and probably easier using a larger town as a base. Perugia was one of our favorite cities, and would make a great base. Click on my name to find my recent trip report. I've used buses to get all over Umbria and have found they run frequent schedules to places like Todi, Urbino (actually in the Marches perhaps), Gubbio, etc. Very frequent and always lots of seats and dirt cheap.
Buy your ticket before you get on the bus as the driver often don't sell them but machines do and tobacchi (sp?) shops.

Perugia had a central bus station when we were there in 2008. Train station in different location. We went on to Rome by train. Like uhoh_busted, we fell in love with Perugia. Taxi and bus stands very near our Locanda della Posta hotel ( http://www.locandadellaposta.com/ ). Also a public escalator in easy walking distance (although some steps required if that's a problem) right to bus station and public parking.

GAC, I got curious about whether you'd taken other trips and see that you have been dispensing wonderful trip information for years!
