There might be some locations around Montmartre or in the Marais where you might be more than 300 to 400 meters from a hotel but the métro system is huge and you are never far from a station. In cases where you might not be as close to a métro station as you might like, the bus system is also very extensive and buses use the same tickets/passes as the métro system.
For hotel recommendations, I use the Michelin Red Guide.

The Arc Elysees is a comfortable 3-star in the 8th, not far from Avenue des Champs-Elysées and the Arc de Triomphe.
The Londres et New York is another decent 3-star in the 8th, but north of Boulevard Haussmann, in the Saint-Lazare and Opéra districts.
The Hyatt Regency Paris Etoile, formerly the Hotel Concorde La Fayette, is situated in the 17th, more then a half-mile from the Arc de Triomphe. Not a great location for touring Paris. It's more for business travelers.

To be frank, not a good time to travel to Paris with a 4-year-old. It will be icy cold and there are good chances for rain and snow. And the daylight time is very short. Usually I would say, perfect for museums, but with a kid...
And the romance of Christmas is over, too.
For hotel search, use the usual booking machines. Paris has several hundred hotels and you may find a bargain this time of year.

Given the time of year and dealing with a child, I would think you might want a hotel closer to a metro stop than that. What does within walking distance mean to you? A half mile or 1 km? I usually stay at one within 1-2 blocks myself, it really is convenient and there are so many like that in Paris.
okay, the Arc hotel is about 3 long blocks to various metro stops, the George V probably the closest, the others a bit farther.
The Londres is directly across the street from Gare St Lazare so right next to that stop and a couple blocks from others. Now I sometimes stay in that neighborhood a bit to the east, between Trinite and St Georges metros. Some restaurants are cheaper around there, but right on that street, it's more busy and so you may not find as many cosy places right nearby, and the street in front of that train station is also, of course, less residential than where I stay.
The Hyatt Regency is really a business hotel, it's right next to the Palais de Congres and is used by Air France personnel, also, I believe (it is a stop on their airport bus, which is convenient). The metro stop entrance is actually farther from the hotel than you'd think, the hotel above is closer to one.
I don't know which is best among those as I haven't stayed in them, I'd check Tripadvisor reviews. I think the Londres et New York might be good for quality and location. For location, I wouldn't choose the one at Porte Maillot, neither of the other two are ideal for me, but both would work, of course. That time of year is very expensive, though, in hotels.
There really isn't much you can do with a child at new year's anywhere, it seems to me, as it is a holiday late-night holiday. Presuming you mean at night. People roam around the streets late at night, many drinking and carousing, in some areas (eg, Champ-Elysees), if they aren't paying for a very expensive night of food/entertainment at some restaurant. Not a whole lot you can do with a 4 year old late at night, anyway, though. Do you mean during the next day?

You might ask your hotel to arrange a baby-sitter for you, so the whole family won't be miserable.
There are no fireworks in Paris on NYE - the possibility exists that there might be a short show this year, but it has not been confirmed. Probably not a great idea for a 4-yr old, anyway.
The areas you're considering will be fine for sleeping, but the crowds on the Champs-Elysees will be murder on NYE.
I'd have the hotel book a nice dinner someplace within walking distance (and a baby sitter), and then watch the countdown on TV. The rest of the time, as long as you bundle up very well, you'll be fine going around looking at all the Christmas decorations.

There are many hotel choices in Paris but I do not have a favorite. Two activities are perfect for children. First, go to the circus. I recommend the Cirque d'Hiver Bouglione at 110 Rue Amelot, Tel: 01 47 00 28 81. They have a website and easiest way to buy tickets is in the lobby a day to two in advance. It is great fun for kids of all ages and performances are indoors. Second, there are several ice-skating rinks but I recommend the one at Hotel de Ville. Also good for kids of all ages.
