Do you mean what you consider a neighborhood feel or what Parisians consider a neighborhood feel?
Parisians are a very urbane people, and they are not as sentimental about "neighborhoods" as Americans are. Sorry! It's true. They can live in the heart of the busy city, like New Yorkers do, and not worry about if it feels like a neighborhood.
The two places are so close, on such busy streets, with so many tourist attractions around, and other hotels, i'm not sure it makes a difference. It might be better to pick on some other basis.
I would choose based on what you want to see and which hotel is closest to a metro station/convenient line and most convenient bus route.
