Opening bank account in Istanbul, Turkey

I travel to Turkey once every 1-2 years, and would like to open a bank account (savings account) there.

Does anyone know if there is restrictions on foreigners opening a savings account in Turkey? I searched the web for information and couldn't find any.

My goal is to open a fixed-term savings there so that I can avoid the constant fluction of the currency exchange and also have some money growing in Turkey.
