One-way rental to Spain

I'm planning a trip from the Sarlat to San Sebastian. I had planned on renting a car and dropping it in San Sebastian, but I am finding that the drop off fee over the border adds $600.

The only solution I have come up with so far is to drop the car in Saint-Jean-de-Luz and take the train (which involves a change in Irun) and then a taxi to our hotel.

Does anyone have any suggestions that make more sense?
