First of all, let me recommend that you visit cruisecritic.com and talk with lots of fellow cruisers who have been there, done that. Cruisecritic is just about the best site for getting information on cruises (IMO) and there are forums for each cruise line and roll calls for sailings. Who know, you might find someone who will be on your exact cruise!
That said, I did NOT opt for a ship tour on my one day visit to Valletta. I was traveling solo and decided to take one of the horse drawn carriages for a ride around parts of the city. It was pleasant, really. There were several choices that sounded interesting, such as the glass blowing factory. I ended up in the shopping area for a little while, and I purchased a beautiful piece of glass as a souvenir. I should explain that the horse-drawn carriages were lined up at the boat dock, along with the usual taxis and tour buses. I do not usually take ship tours.
i agree with simsonc510-go to valletta-its full of history like the cathedral of st john, the grandmasters palace. The buildings have lots of character.You can also do shopping in republic street and have a stroll at barracca Gardens near Castille palace.
