im thinking of flying from budapest to munich west (memmingen) or whatever it is i was wondering the best way to then get to munich center? or if a better cheap way to go from budapest to munich itself

To see the rail costs, best to go to the German rail site at
www.bahn.com
Raileurope doesn't have all the trains that are available, and their point-point tickets can be more expensive.

The bus from Memmingen airport to Munich HBF cost 15€ one way.
No problem at all if you buy your ticket soon.
Driving is VERY easy too. Turn right when you exit the airport grounds then about 5km straight ahead until you come to the roundabout with the McDonalds and the entry of the autobahn to Munich.
Easiest way is the shuttle bus.

The bus departures are synched with the Ryanair arrivals.
You want to book in advance to save some euros for any departure 30-60mins after the scheduled arrival time of your flight.
But check rail first. You often get heavily discounted tickets, but probably not many during Oktoberfest.

It takes "ages" to get to the train station from the airport
, the direct bus to Munich is better, but a car is always the best option. You can park your car 200 meters from the plane. But since the parking has become so expensive, a place in the residential roads and some walking is better.
