Northern Spain Help

We are planning on a trip to northern Spain and Barcelona in October. I haven't been to Avila or Salamanca before either so I want to enter them into the mix also. We have about 15 days. Here are my thoughts:

Fly into Madrid. Pick up a car and drive to Salamanca, stopping in Avila for lunch and a "look-see." Stay in Salamanca for 2 nights and then cross the border and spend 2 nights in Oporto. From there drive to Santiago spending 2 nights there. Here's where I'm confused. From Santiago I was planning on going to Bilbao and San Sebastian. Two questions...(1)should we stop for a couple of nights in Asturias or Cantabria? If yes where should we go? and (2) should we base ourselves in Bilbao or San Sebastian? I'm thinking of dropping the car and flying to Barcelona from Bilbao or should we drive? If we should drive do we go through the Pyrenees and the Costa Brava or a different route?
