No Caca-can in Madrid could cost you hundreds
They are going charge upwards of 700 Euros for not cleaning up after your dog in Madrid. And we have been complaining about speeding tickets. Or you could stay and do community service.

As a dog owner I can only say good.
Of course implementing it will be more difficult, unless they are going to do DNA testing.
Here we can be fined for not having a supply of poop bags with us, one is not considered enough. Some towns employ DNA testing to find the owners of dogs that have fouled the pavements.
We pay a dog tax, and have a few designated areas where we can let the dogs do their stuff without having to clean it up - they come along with a big vacuum cleaner a couple of times a week- but I never take my dog there, too revolting.
We are lucky to have several areas of woods close by, where dogs are allowed off leash, and where cleaning up isn't compulsory. Most dogs head off into the undergrowth given the chance, and owners usually still pick up the poop if it is anywhere near a path.

It is implemented in France.
They even distribute 'crottinettes' for free (well when the distributors are not empty).
And you can get fined. And I see more and more people cleaning after their dog.
since 2008 - fine up to 250€.

These laws are being implemented and enforced in Italy as well. I believe all the existing laws are at the regional and municipal level, and they're enforced more in the larger towns and cities. However, even in our little backwater provincial town, I see people carrying their little cacca sacks and picking up after their dogs.
