Motorbike/Scooter/Vespas & Parking in Rome and Florence?

Anyone's done it? Please tell us your experience including places to rent, parking? Is it true that in Rome and Florence, you can drive scooters and vespas any where(including no drive zone?)
Our main concern is parking for scooters and vespas? My husband is a very good driver, we drove in Saigon Vietnam and Manhattan NY.
