I was in Mostar a few weeks ago and stayed in Pansion Most. It was 38 Euros/night for a double room with private bath and breakfast. The woman running the pension was very helpful with excellent English, and the room centrally located about a 5-minute walk from the bridge. My only complaint is that the street noise was a little loud with the windows open, but the AC made even more noise.

I also contacted the Pansion Lombrelle, located right in the Turkish part of town a few minutes from the bridge, and we ate the restaurant next door. The Lombrelle was 40 Euros/night for a double - http://www.pansion-lombrelle.com/en/
