You've already done the top 2.
Since you haven't been to Venice in 10 yrs, I suggest you return.
If you're looking for cities only, my vote goes to Prague. It's a beautiful city and especially at night! If you want to consider non-city locations I'd recommend Tuscany, the Amalfi Coast/Capri and Santorini.
What time of year? It would make a big differrence to me. (I don't find hot and humid to be at all romantic - any place!)
Paris was my initial reaction when I saw the post heading (leaving tomorrow myself!), but having gone there 5 years ago I suppose a change of scenery would be nice. My second reaction was Santorini - Oia specifically. So beautiful, relaxing - I just loved sitting on our patio looking out over the Mediterranean. Of course, not a city, so I might choose to combine it with Istanbul. With Istanbul, you get a vibrant city, interesting historical sites to vist, great food, interesting art scene. The adventurer in me would find that all romantic!
haha Paris and Venice would've been my top two. maybe Madrid?... you have the charming Retiro Park to stroll through.. (one of the most beautiful in Europe) There's a couple of gorgeous lookouts including one at the Templo de Debod. That particular spot featured couples of all ages making out at night. Spain is also a very good country for wine. beautiful, friendly people and culture.
Bruges: canals, medieval village untouched by time.. gorgeous castle nearby. can be very crowded in summer
If it's a city, I too would say Prague. If you want an area instead, I would say either the Italian Lakes or the Amalfi Coast (Positano, Ravello, Amalfi, Capri, etc.)
For a city choice, I pick Rome, but like nytraveler said it would depend on the time of year.
But I find smaller towns to be more 'romantic.'
How about Barcelona?
I vote for Vienna, very romantic with wonderful museums !
