Montenegro day trip from Dubrovnik

Looking into renting a car and doing a self tour of Kotor and Budva for a day. Just wanted to ask anyone experienced with this trip about rental car border crossing (picking it up in Dubrovnik), any issues with bringing a croatian rental across the border? any specific passes I would need to purchase before crossing? as well as border waits during the end of April?

As a side note, also thinking of doing a day trip to Mostar and have the same concerns regarding border crossing there as well, so any info on that would be much appreciated.
