Lunch recommendations? Discount Cards? - Stockholm, Tallinn & Helsinki

My boyfriend will have about 8 hours to explore Stockholm, Tallinn and Helsinki on 3 separate days, as they are stops on our Baltic cruise where we have chosen NOT to participate with the cruise ship's shore excursions. We'd rather tackle these cities on our own (we chose to do shore excursions in St. Petersburg and Copenhagen - not a good idea?).

I'm looking for restaurant recommendations in each of these 3 cities for lunch, that show off true local cuisine. Looking for good food quality, memorable ambiance, moderate prices - any places that are "special".

Additionally, I know that each of these cities have "discount cards" available online that, included with the initial cost of the 24-hour card, offer free access to public transportation, free access to many attractions/museums and offer discounts to many restaurants and shops. Are these discount cards worth it to purchase in any of these 3 cities?

Any advice or recommendations would be appreciated!
