Absolutely stay in Lucern. Staying on top of the mountain would be both very time consuming and very expensive.
We stayed at the Renaissance Lucern last October and it was lovely. Great location to everything from there. No need for a car you can walk from the train station to the hotel in 5 minutes and to all the sites.
