Yes - you can leave the airport. You have to clear immigration and will probably want to stow your carry ons in Left Luggage.
What hours are you there? Makes a difference re where it might make sense to go.
The Picadilly tube line runs from Heathrow airport into the London in less than 40 minutes. Just buy an Oyster Card from the tube station people for a cheaper fare-it is a 5 pound rechargable card that can be used for bus and tube throughout London. Then if you decide to you can turn in the card and get the 5 pound "card" fee back. Its a great deal.
I would definitely leave the airport but keep in mind that you usually have to check in for an international flight at least 2 hours ahead of departure time and also clear customs and security.
dutyfree's suggestions are good -- IF you are in London during the day. I asked about the hours because we had a very similar thread >>I have 8 hours at LHR and want to go into London<< and everyone said "sure, no problem" . . . Unfortunately the OP neglected to mention he lands at 11:00 PM . . .
We arrive at 5:20 am and depart at 3:50pm, so yes, all daytime
Thank you all for the helpful information!
