It always makes me laugh when people ask about the weather. NO ONE KNOWS what the weather will be!
I was there for ten days at the beginning of April last year. It was cool, some days were sunny and it also rained a few days. The daffodils were blooming, and the countryside was turning green. It was beautiful. London was crowded, because London is alsways crowded, but it was nice an peaceful in Castle Coomb ("The prettiest village in England"). Go! Take your raincoat and your umbrella, and buy a nice woolen sweater when you get there.
I can't say yes, and I can't say no. England is extremely unpredictable. This past year my good friends went the end of March and my husband and I went early May, believe or not our friends had better weather. This isn't always true though. It's a gamble. I would stay mostly in London. If the weather is bad, there is plenty to do indoors (theatre, museums, restaurants). And of course bring lots of layers. You'll have a great time, any time.
Uusually, there's a plague of locusts until about the 26th.

As others have said, the weather is always changing.
That said, late March was beautiful this year. I was in London March 24-28 and it got up close to 60 each day. There was no rain at all and only one afternoon was cloudy. The first evning was the only time that it got cold.

Believe it or not - people live in England all year round.
There will probably be a temperature difference between John O' Groats and Land's End. But it doesn't really matter, as everyone has already commented it's a little goofy to predict the weather 6 months in advance. Look at the average temps for late March.
I've seen snow in Scotland in May and I've been in 70 degree weather in Cornwall in late March.
And it's locusts year 'round.
went to england (southern part) in mid march 2000. Weather was better there than I left in Phoenix!
