Jerez, Arcos, Vejer de la frontera

Hi, My husband and I are going to do a road trip in Spain in December/January.We have been there before so have most of our trip planned but need some advice. Where is best to situate ourselves for a few days: Jerez de la frontera, Arcos de la frontera or Vejer de la frontera? We like to do day trips out and wonder around where we stay in the evening, maybe shop, stop for a glass of wine and people watch. We have planned 3 nights in Cadiz and a few in Seville.
