Both hotels are in Santa Margherita Ligure.
I think both are very nice. Imperiale Palace is maybe a little more luxe, and certainly the area overlooking the sea is exquisite.
The Miramare is also special and much closer to Portofino.
It would be a difficult call for me.
From the IP it is a walk downhill, and then uphill, in and out of the heart of SML. This hotel is closer to the train station and nearer to Rapallo.
The Miramare is on a flat stretch across from a pretty harbor area.

The hotels are about 10 minutes walking distance apart, so I would not consider the Miramare "much closer" to Portofino. Unless you are planning to walk to Portofino -- which is several miles -- you will probably want to walk to the docks to take a boat there, and the 2 hotels are about the same distance from the dock.
If you are planning to visit other places by train during your stay, you might want to stay closer to the train station, but Santa Margherita Ligure is so small, it really doesn't make much difference in terms of hotel location where you stay. Best to read lots of reviews to see which hotel delivers the experience and amenities you want.
If you are going to be in the area for a few days, consider visiting the historic center of Chiavari by train at the cocktail hour. The part of the town to visit is not the seaside but a 10 minute walk inland, toward the hills.

Grand Hotel Miramare is a beautiful hotel. Breakfast buffet on the terrace is spectacular. The service is first class in a subtle not over the top way. Easy walk into town which is lovely. Good base for daytrips be train. We have stayed twice and love the area!
