iPhone options for France resident

FIL lives in Paris and he is looking to get a smartphone, probably an iPhone because that is what DH can best provide remote tech support for. He doesn't really know what homework he needs to do to investigate providers, contracts and phone/data plans. We will be there next weekend and our time is best spent helping him understand how to use the iPhone, not spent sorting through the choices. FIL speaks French as does his wife but we don't so I'm not sure how much up front on-line research we can do. FIL doesn't yet understand the capabilities of what the iPhone can do so it is tough to know how he might use it aside from phone calls.

Can anyone out there in Fodorville point us to somewhere on-line that we can compare plans/providers or can someone lay out the basics for us?
