Pal to answer your nice question, this is what I wrote on another forum to the same old question:
"We French are not good at all with foreign languages including English. English teachers are not native English or Americans and most of them have a bad accent and speak slowly so unless we spend some time abroad to absorb the foreign language, our comprehension to fast speaking English travelers is very limited and as we get an awful accent, we don't really want to practise it with tourists."

I agree with you - Americans always expect folks like waiters to be fluent in English but why when even educated French I know struggle with spoken English - I think this is one big myth and unfortunately repeated so much that folks begin to believe.
Of course all French should be required to speak English to Americans -- the day after all Americans are prepared to speak French to French tourists who come to the States.
