I am still dreaming about the trip we took to Hvar - So where else should I go
We went to Hvar (and Split and Dubrovnik) in September 2005. We loved Hvar.
Beautiful sea/harbor views
Lovely winding narrow streets
No cars/small
Piazza, cafe life
Nice food (wine/pastry)
and the swimming in that wonderful water
Lovely musical performances in the evenings
We went in September 2005 and it felt like there was an everyday life, not tourist central.
We are dreaming of returning. But just for the fun of daydreaming.... if I LOVED Hvar where else in the world should i just not miss???

There are (and don't quote me on this), probably a zillion different places on the planet that match your experience.
First thought that came to mind was Italy - Assisi, Lucca, Florence, Siena. Alright, Florence and Siena have cars...but you get the idea.

I appreciate the comments, even if they slightly suggest that my question is a silly one, but I think there is still more to explore here....None of the ones you listed have water involved. Florence is huge compared.
I think some of the magic was the combination of small, old(not condofied) and that it was still full of everyday Croatian life (at least in late September)....
On the Italy theme though what about some other seaside towns, spanish villages.... Turkish village???

I was going through some old posts of mine and found this - I am going to throw it back out there. Just went to Begur Spain and Cadaques Spain - both delightful.... but we kept comparing to Hvar. We have discovered (I know it is obvious) that Europe and seaside, small town and good food are such a wonderful combination.

Your question isn't silly at all. Some trips are so idyllic they limit subsequent imagination in our experience. Eg we have been two of the last three summers (each time in June) to the Amalfi Coast and the Ciento (Santa Maria di Castellabate to be precise) and those trips were so magical, we can't think of where else to go in case we're disappointed! We'd describe them in almost identical terms to those you use about Hvar. But surely we shouldn't go to the AC and SM di C a third time. Surely we should explore the big world? But maybe not. Or perhaps we should try Hvar and you should try our small piece of paradise!

Although we haven't been there in the summer, I would think Rovinj would meet all those qualifications. It is the next part of my trip report on another thread. Definitely lovely views, the benches beneath the church were wonderful, winding streets on a hill, with a church at the top, and even in April, a great cafe atmosphere. I would go back in a shot!
