How to join a tour that isn't a shore excursion in St. Petersburg
I really want to go to Catherine's Palace but it seems SO EXPENSIVE to do so on a private tour.
Is there a way to join a group tour that has already been set up from central St. Petersburg?
I tried organizing a private tour for me and my partner but it cost US600.00 to do, which seems very high.

I do not know how many rooms a particular goes through. The amount of time of the tour may vary from company to company. You might ask Viator your specific questions. This is a link of Catherine Palace. Enjoy!

I don't know your visa arrangements but if all else fails, there are English group tours available for purchase at the kiosks in front of Gostiny Dvor on Nevsky Prospect. I don't recall the cost, but it was under $50.
You can always go yourself by taking the train, but that depends completely on your level of independence and comfort.

Are you going to be on a cruise that is docking in St Pete? It is my understanding that if you are not with a shore excursion then you must arrange a visa to visit Russia. Please check into this further as this will be an added hassle and expense.

Why bother with a 3rd party reseller of tours when you can walk to the kiosks on the eastern side of Gostiny Dvor plaza, on Dumskaya, any morning and get a group tour in English or Russia for about $60, that goes to Catherine Palace. They are hard to miss, their tour buses are lined up along Dumskaya.
It is hard getting tickets otherwise since the palace is so over loaded that large tour companies have all the tickets purchased for morning visits and the public is allowed to buy tickets on for limited time in the afternoon. It is easy to get to Pushkin, the town build as support for the palace estates, by electric train for only 42 rubles($1.40) from the city center but getting tickets to enter the palace are limited.
