Been there but really don't know for sure how to do it without a car. Because of the mountains, there will not be a train but I would bet money there is a bus. One little piece of missing info: from where are you coming? BTW: Should you make it, there is a great little restaurant downtown, right on the corner, called Mi Abuelo. Not fancy, not expensive, but a great place to eat. When I was there it was filled with locals [men and women] playing cards.

I'm flying into Madrid and plan to go from there to Salamanca, Leon and then towards Oviedo or Santander, if there is a feasible way of doing it. I was looking at the website of the Paradores and just loved the one at Cangas de Onis. If there is an "easy" way of getting there from Oviedo or Santander I would like to go there. Thanks for any info.
The parador is almost midway on the road between Arriondas (3km) and Cangas de Onis (2km).
Arriondas is on both the Alsa (www.alsa.es) bus route and the narrow gauge rail line (www.feve.es)between Santander & Oviedo.
There is regular Alsa service between Oviedo & Cangas de Onis.

I would just take the bus from Oviedo to Cangas de Onís, then taxi (2 km.) back to the Parador. It's the simplest way to reach Cangas.
I checked www.alsa.es, but it didn't list Cangas as a destination from Oviedo, but it's probably because it's one of their subsidiaries labeled EASA or Turytrans. Their subsidiaries's schedules sometimes aren't on line. My guides say that there are 10 daily bus departures (which co. they don't mention) from Oviedo to Cangas de OnIs and bus ride is between 1 -1 1/2 hrs.
When we stayed for our 3 nights at the Parador, we even walked from the Parador into town (without luggage, of course!), but then we were on a walking/hiking tour of Picos.
The feve line is fun but it is sloooooow, stopping in every village on route.
Since you are Spanish speaking, you might want to try calling the Oviedo bus terminal at 34 985 222 422 to find out the Oviedo-Cangas de Onís bus schedule.

Thank you for your detailed answer. As you can see I'm now moving away from going to Santiago. I just realized is Ano Santo and I'm afraid it'll be too crowded. Once I get to the Parador, will it be easy to hook up with excursions /tours that go into surrounding atractions or is the Parador pretty much a destination in itself? Once I'm done in that area, what would be the most logical way to make my way back to Madrid?

We did our hiking trip with Camino Tours, so they did all the arrangements. But I believe the Parador may be able to arrange a walking/hiking or 4 wheel drive trip for you.
While the Parador is really, truly lovely and so relaxing, it would be a shame to miss out on at least one of the fabulous walks or Jeep tours in the majestic Picos de Europa area. My friend's uncle is the general manager there-why don't you email the Parador and ask Paula Alvarez's uncle what excursions the Parador can arrange for you.
In Cangas de Onis, there are a couple of agencies that organize tours (such as up to the spectacular lakes of Enol and Ercina-just breathtaking!!) and canoe trips down the River Sella (morning canoe trips last about 3 hrs. and cost 18 euros): "Los Cauces" (34 985 94 73 18) and "Cangas Aventura" (34 985 84 92 61)
Also market day in Cangas is Sunday.
We enjoyed having a variety of yummy tapas (such as chorizo a la sidra) and a bottle of Asturian cider out on the backyard terrace of the rustic Mesón Puente Romano right at the humpbacked Roman bridge. There you can perfect the art of "escanciar" (proper Asturian cider pouring).

There are also daily busses from León to Cangas, but I'm not sure of the bus line.
You can also get from Cangas to the shrine of Covadonga via the EASA bus.
We were debating whether to venture to Santiago for the Xacobeo and decided no-just didn't want to deal with the crowds.
