Due to fact that we not Norwegian please advice what are the restrictions and costs for foreigners which we have to complite before marriage. We are interested only in civil marriage.
We were thinking about May 2013 (begining: 1-8)

It might be best to contact your nearest Norwegian consulate to get the official information.
Apparently you need to contact the tax authorities for details of how to get permission to marry in Norway.
You can contact them at skattnord@skatteetaten.no
Once you have that information I imagine you need to contact Honnigsvåg town hall for details of how to arrange a ceremony in the chapel at the Norkapp.
Why would you want to do it there? In many ways it's a horrible location.
