Hotel/Neighborhood One Evening in London

Hello could use some help for a trip next week. Will be taking train from Edinburgh to London (Kings Cross) the evening before flying out of Heathrow the following afternoon. The conference I am attending ends at 2pm which means I likely won't get get a train until 3-4 pm, getting to London 7-8pm. I do not want to even entertain the idea of trying to sightsee with getting in that late but I would hate to be in London for a night and not at least drive by some key sites and have a lite bite at a cafe in a busy area I can people watch a bit.

I realize quite expensive but I will be using cabs due to some mobility issues from station to hotel and around city and then to airport next day.

Deciding between hotel either near Kings Cross or airport, drop bags then grab cab to drop off in some place like Westminster/ Big Ben or Piccadilly Circus and just take in whats there. Or find a good deal on a hotel right in one of these areas for the night and cab to Heathrow next day. My flight is not until after 3pm so I will not need taxi early in the am rush hour.

Also, will black cabs take a fare to just drive you around the city to get a glimpse of the main sites?
