May I suggest the Hotel Giuliana? Please see my review on tripadvisor. Here's the hotel website too. In case the tripadvisor link brings you to the middle of the reviews, I'm Tim from St. Charles, IL, posted on Oct 16.

The hotel is a short walk from Termini station and should be within your budget.

Hotel Venezia! Great hotel near the Termini with a nice breakfast. Ask for a corner room...it's gorgeous...and quiet.

We have stayed at the Hotel Des Artistes. It is 5 blocks from Termini very quiet area and it has a great rooftop garden. It certainly will fit your budget. We will definitly stay there again.
