Hiking in Germany/Innsbruck/Salzburg and where else?

My sister and I will be traveling in Germany and Austria for ten days in early August. We want to take a very active trip- bike tours in the cities we visit and lots of hiking. We want to include Innsbruck on our itinerary because of the free guided hiking trips into the Alps. I'd like to include Salzburg as well, as I think we can do some light hiking from there as well as some day trips.

I've read several comments on here that the Dolomites are NOT worth a side day trip, but many other comments say that they are!

Right now we are looking at:
Munich: 1 day at beginning, 1 day at end (2 nights)
Innsbruck: 4 days/nights
Salzburg: 3 days/nights

I am inclined to take a day each from Innsbruck/Salz to travel to the Bolzano or Val Gardena area. Or would we be better off spending our time in the southern Bavarian towns? Or should we chuck that plan to visit Switzerland or Slovakia instead?

-We want light, safe hiking for 4-6 hours a day
-Our hotel budget is 30-35 euros each a night, or 60 euros (willing to up that if half board or breakfast is included)
-My sister does NOT want to spend forever on a train/bus

I am also open to any hotel recommendations you have for any towns listed. Thanks!
